Produced under (SPARK) project, this guide provides a practical framework for strengthening the role of political actors in advancing transitional justice and supporting sustainable peace in Yemen. Drawing on consultations with political leaders, experts, and human rights advocates representing 14 political parties and forces, the guide examines political perspectives on transitional justice and identifies opportunities for building consensus around key justice and peacebuilding priorities.
The guide explores the core mechanisms of transitional justice, including truth-seeking, accountability, reparations, institutional reform, and national reconciliation, while analyzing the opportunities and challenges associated with their implementation in Yemen’s complex political landscape. It highlights areas of convergence among political actors, particularly regarding victims’ rights, reparations, institutional reform, and the prevention of future violations, while also addressing differing views on accountability and implementation approaches.
Drawing on research findings and dialogue outcomes, the guide presents practical recommendations and a phased roadmap for fostering political consensus, strengthening inclusive participation, and supporting a nationally owned transitional justice process. It positions transitional justice as a pathway to rebuilding trust, promoting reconciliation, addressing the legacy of conflict, and contributing to a more just, inclusive, and peaceful future for Yemen.
