The Universal Periodic Review Joint Stakeholders Report

The Justice4Yemen Pact Coalition has submitted a comprehensive joint report to the United Nations’ 4th Universal Periodic Review for Yemen. This report encapsulates the coalition’s extensive data, first-hand experiences, and profound, first-hand understanding of the human rights situation in Yemen. The J4YP coalition has worked tirelessly and collaboratively to raise awareness, encourage accountability, and advocate for justice. By making the report accessible to all interested parties, the Coalition hopes to contribute to a broader conversation about human rights while also demonstrating their commitment to transparency and information sharing. This report is a testament to the power of collective action and the impact that local organizations can have on shaping the international dialogue surrounding Yemen’s human rights situation.


The report found that though the number of UPR recommendations received and accepted by Yemen in the last three cycles is one of the highest in the world, human rights in Yemen remain largely unrealized. Women, children, and Internally Displaced Persons are particularly vulnerable due to insufficient legislative and institutional protections, fractured government authorities, and pervasive societal abuses. The Coalition has also found that though the 2022 ceasefire continues to hold, sporadic violence, continued conflict in contested areas, and the legacy of years of conflict continue to severely hamper the development of human rights norms and protections. Since 2019, the Coalition has documented thousands of human rights violations through on-site investigations, interviews with witnesses and victims, and document collection.

The primary recommendation of the Justice4Yemen Pact Coalition is that the international community submit specific, realistic, and action-oriented recommendations to the government of Yemen, including establishing a special investigative mechanism to conduct continued investigation and reporting into human rights violations by all parties.
