This report summarizes the key discussions and recommendations from the webinar, “Between Transition Management and Open Conflict: The Moroccan Experience and the Potential for Transitional Justice in Yemen,” organized by Peace Track Initiative (PTI) and DT Institute in partnership with the Transitional Justice Ambassadors Forum, SAM for Rights and Liberties, the Abductees’ Mothers Association, on 22 June 2026.
Bringing together transitional justice practitioners, human rights advocates, and civil society representatives, the webinar explored the lessons and limitations of Morocco’s transitional justice experience and examined their relevance to Yemen’s complex conflict environment. Discussions focused on the role of political consensus, reparations, truth-seeking, institutional reform, and community participation in advancing justice and reconciliation, while highlighting the challenges of pursuing accountability amid ongoing conflict and institutional fragmentation.
The webinar underscored the importance of adopting a context-specific and nationally owned approach to transitional justice in Yemen, one that places victims at the center, builds on existing legal and institutional foundations, and recognizes the critical contributions of civil society, women’s groups, and victims’ associations. Participants also emphasized the need to integrate transitional justice into future peace and political processes as an essential component of sustainable peace, social cohesion, and long-term recovery.
